Thanks for this great analysis. One of my favorite movies of all time and considering it is getting close to 40 years old. It cannot be understated the work Cameron did on this film. He also got to direct two of the best female actors, at the time, in Weaver and Hamilton, who set the bar for the “Momma” protagonist in my opinion!

the reason they didn't take the eagles to Mordor is simple I hate it when people invent bullshit like "Mordor had an airforce" 2 things 1. The Eagles aren't just regular creatures inhabiting Middle Earth that can be bartered with. They are a manifestation of the will of Manwe, the Vala that trained Gandalf and who selected Gandalf to become an Istar, serving as his eyes and ears in Middle Earth. They communicate directly with Manwe and act under his guidance and instructions. They aren't simple creatures that can be asked to do things. Ever notice how they seem to act like a form of divine intervention? Appearing at critical moments in the unfolding of history to ensure victory? That's because they are exactly that. Manwe's divine intervention. 2. The Eagles would've refused to carry Frodo. The Valar have explicitly chosen not to help the peoples of Middle-Earth with Sauron, because incarnation (i.e. becoming manifest in Middle Earth) causes them to permanently lose whatever power they manifested in Middle Earth. This is what ultimately weakened Melkor, and is why the Gods won't return. Manwe sort of cheats this through the Great Eagles, but he only does so at a time where introducing the Eagles provides critical aid without fundamentally altering the balance of power in the fight.
